JPA (Jabatan Perkhidmatan Awam) runs two main scholarship tracks: Program Khas (for SPM leavers going into pre-university) and Program Penajaan Nasional (PPN) for STPM, diploma, and first-degree applicants. Applications are submitted through the online JPA scholarship portal, typically opening around March and closing in April each year. Required documents include MyKad, SPM or STPM results slip, parents' income statement (salary slip or EPF statement), school co-curriculum records, and a personal statement. For Program Khas, only open and transparent school positions count toward co-curriculum scoring — sports, clubs, and uniformed bodies. The selection process is competitive: JPA receives tens of thousands of applications and shortlists based on academic results combined with co-curriculum points.
